>> get out here. >> this is our way of telling you it is extremely cold in a huge part of the nation, subfreezing temperatures in chicago. take a look at what happened. firefighters out battling a massive fire and then the water from their hoses froze to the building after that. pretty amazing picture out of chicago. >> oh, my gosh. we'll talk about more than the weather. new details in that scandal involving cia director david petraeus, jill kelly, who sparked the investigation that ultimately revealed the affair of the general with another woman. why this situation, she says, has made her life a living nightmare. >> we heard from her briefly the other day, but the woman whose pictures were used to be the girlfriend that manti te'o actually never had. she's with us live for an exclusive interview and she will explain why she knows exactly who is behind this hoax.

ensuing whiteouts make for dangerous driving. this multi-car crash near muskegon, michigan, closed u.s. 31 for several hours, al hampered by windchills of more than 30 grease below zero. a dog was trapped on the lake michigan ice for hours as animal control officers nimbly worked to get him back on shore. they finally had to use a tranquilizer dark. this delivery man shivers until the end of his shift. >> go home, take a shower and drink some coffee. >> reporter: windchills of minus 20 here in the city. frostbite warnings and a lot of creative wardrobe maneuvers. >> got to have a hood, block the wind. i don't care how crazy i look as long as i'm warm. >> reporter: creative, too, in the big apple. >> i have 12 pairs of tights on today. >> reporter: even in minnesota where they're used to the cold, folks are -- well, cold. >> you bet ya. >> reporter: the plummeting

mercury came as a shock to many northeastern states who were having a warm winter. >> temperatures in maine have dropped more than 75 degrees. >> reporter: a full two-thirds of the country is now pulling out the hats and mittens and it looks like they'll be wearing them, at least until the weekend. and for all you moms and dads out there, take a tip from uncle tibs, albeit a layman's tip, bundle up those kids nice and warm. >> hey, uncle tibs, where's your hat? >> there you go. >> the big kahuna comes out about once every two years. >> wow, that is a serious -- >> i like it like that. that's best like that, kevin. leave it just like that. you look like mickey mouse. >> you're really demonstrating the crazy uncle fashions this morning. glad you decided to make it out here. >> i felt your pain and decided to come out here.

>> okay. i'm going to leave. >> all right. let's have one more look at chicago, where that five-story block-long warehouse has been encased in ice. the firefighters finally took the hoses down, but they were spraying that up until an hour ago. thankfully, nobody injured and it was an abandoned warehouse. hopefully, no problems there. as far as today is concerned, here is the pattern. we'll be stuck in this pattern for at least the next four to five days. arctic high dominating jet stream down to the south. temperatures plummeting anywhere 15 to 30 degrees below normal. current temperatures, buffalo, 5. feels like 10 below. d.c., 16. 7 above. it feels like 1 below. and as we make our way into the afternoon, it doesn't warm up that much. fargo, high 7 below. 28, d.c. boston, 14.

bad news is that we'll be stuck in this system until monday, when finally the jet stream takes a bit of a push up to the north. and that allows temperatures to moderate a bit. until then, we've got bitterly cold and, coming up in the next few minutes, we'll show you the next storm system coming into the pacific northwest, matt, that will be bringing possibly some significant snow to a good portion of the country. >> al, we'll be checking with you in a couple of minutes. thanks very much. meanwhile, secretary of state hillary clinton faces intense grilling on capitol hill today, as she gives her long-awaited testimony on that deadly attack on the u.s. consulate in benghazi. nbc's chief foreign affairs correspondent andrea mitchell has the latest on this. good morning. >> good morning, matt. today, hillary clinton got emotional, and she took responsibility of the security failures, vowing to increase safety around the world for diplomats.

after a fall, concussion, and blood clot, hillary clinton will face questions today. what did she now about security failured in benghazi. had she seen a final cable for help? from ambassador chris stevens sent to her on september 11th, the day of the assault that killed him and three other americans? >> we bring home four americans z who gave their lives for our country and our values. >> reporter: benghazi quickly became a political nightmare for the white house. u.n. ambassador susan rice told "meet the press" and other shows that the attackers were likely protesters, not terrorists. >> what happened in benghazi was, in fact, initially a spontaneous reaction to what had just transpired hours before in cairo. >> reporter: rice was relying on cia talking points that proved to be wrong. derailing her chances of becoming secretary of state. >> this administration has

either been guilty of colossal incompetence or engaged in a cover-up. >> reporter: former security officers from benghazi said repeated requests for help had been turned down. >> it was abundantly clear we were not going to get resources until the aftermath of an incident. >> reporter: but her recent illness kept her from testifying. >> secretary clinton is recovering from a serious virus and concussion. >> reporter: a scathing report from an independent review board. >> security posture of the special mission compound was inadequate for the threat environment in benghazi and, in fact, grossly inadequate to deal with the attack that took place that night. >> reporter: finally, clinton will report back to congress. >> this is about building upon the review board's recommendations, which the secretary and the department of state have fully accepted. >> it will be a grueling day, first in the senate, then in the house. not how the secretary of state had planned to wind up what is

widely viewed as a stellar term as a diplomat. matt? >> thank you very much, andrea. natalie morales is over at the news desk with a check of the other top stories of the day. good morning to you. >> good morning, everyone. police in houston have charged a 22-year-old man with aggravated assault for his part in the shooting in lone star college campus. the school was on lockdown yesterday, sparking fears of a rampage. it was reportedly sparked by a fight between two people. no one was killed. the house voted to delay a debate over the debt ceiling. chief capitol hill correspondent kelly o'donnell has more. good morning. >> reporter: good morning, natalie. this is to avoid those showdowns we've seen the past two years. it would give the government more time to borrow. while democrats would like a longer term solution, the white house says it would go along. >> most americans believe you don't do your job, you shouldn't get paid. >> reporter: today's vote is a

tactical shift in the gop playbook, putting on hold their demand for a debt ceiling increase only with spending cuts attached. >> it's a concession by republicans that they were not going to be able to win a spending cut fight using the debt ceiling vote. >> reporter: the clock is ticking. the country will max out its credit card at $16.4 trillion in several weeks, risking possible default on the nation's debt unless congress okay's more borrowing. the house is considering a short-term fix. lift the debt ceiling for a few months to take the pressure off, but require both house and senate to pass a budget. if they fail, congress would not get paid. >> you can't go for months and months without a paycheck. and what this does is basically says that your pay gets escrowed, put on hold until you pass a budget. >> reporter: trying to turn up pressure on democrats in the senate, who have not passed a regular budget in four years,

pentagon. this, as jill kelly, the woman who triggered the investigation in the first place, speaks out for the first time. nbc's kerry sanders is outside kelly's home in tampa, florida, this morning. kerry, good morning. >> reporter: good morning, savannah. it's been three months since news broke of the secret love affair between general david petraeus and his biographer, paula broadwell. it all came to light after jill kelly, who lives in the house over there, contacted the fbi about what she called threatening e-mails. throughout all of this, jill kelly has remained silent, until now. socialite jill kelly was thrown into the media spotlight last october as the story of general david petraeus and his affair with biographer paula broadwell unfolded. kelly was described in the media as the other, other woman. now she's telling her side of the story in an interview with a reporter for the daily beast, describing the ordeal as a living nightmare. >> jill kelly seemed to me to be

someone who didn't quite know what hit her. she doesn't think she did anything wrong. her life has been totally turned upside down. >> kelly came to him to the interview to try to clear her name. she said she was terrified last summer when her husband, scott, read a mysterious e-mail on her joint account. >> she didn't know that these anonymous e-mails were from paula broadwell or even a woman. they terrified her. they were, in her view, full of threats and blackmail. >> reporter: kelly describes her relationship with general petraeus as family friend and she's angry over reports that as many as 30,000 e-mails were exchanged between her and general john allen, the u.s. commander in afghanistan. kelly suggests the actual number was in the hundreds. on tuesday, a pentagon report cleared general allen, saying it found no improprieties in e-mails with kelly. as for paula broadwell, federal prosecutors decided last month not to file charges over her

e-mails. broadwell spokesman tells nbc news absent any charges, people can make their own judgments based on that. >> now that the investigation of paula broadwell has been closed, i think jill kelly wants to speak out, set the record straight, clear her name, change her image and get back to her old life. >> reporter: nbc news contacted jill kelly, but she had no comment. as for those e-mails, she has not shown them to the daily beast or any other reporters, but because they're no longer evidence, there are not going to be any charges, she can do whatever she want with his those e-mails, even post them on the internet if she chooses. meantime in this morning's "washington post" jill kelly and her husband have written an op-ed, calling on congress to pass new laws to protect the privacy of people who report crimes. savannah? >> kerry sanders, thank you. highlights of president obama's second inaugural,

amazing success at picking stocks has made him one of the richest, most powerful stars on wall street. now his reputation and his empire may be in jeopardy. a federal criminal investigation appears to have him in the crosshairs. whenever the stock market is open, you usually can find steve cohen here, at the center of the football field-sized trading floor in connecticut, home to his hedge fund. for almost two decades, he has wracked up 20% to 30% annual return for his investors, losing money only one year, leading one magazine to dub him the most brilliant hedge fund manager alive. >> he is viewed as one of the top, top traders that has ever, ever worked on wall street. >> reporter: and does he live large, worth about $9 billion, he owns this lavish estate with a 36,000-square hp foot house and holes for golf. his art collection is valued at

almost $1 billion, with works by van gogh and andy warhol. >> the edge he has gotten is not just from his own insight but perhaps from other means that are not legal. >> reporter: so far, federal prosecutors in new york have charged five of cohen's former employees with insider trading, while at his firm, which means using illegal inside tips to trade stocks. four have plead guilty. cohen has never been named in a case, but knowledgeable sources say he recently was referred to as portfolio manager a and hedge fund owner in complaints alleging the biggest insider trading scheme ever, which netted $276 million. >> it looks like the forces of the authorities are getting closer and closer to steve cohen. >> reporter: there also now is a lawsuit against cohen and his firm by small investors, who lost their shirts on two drug stocks, which were part of the alleged insider trading scheme.

>> thought something was fishy the day it crashed. >> reporter: howard choir invested in one of the stocks which cohen's firm dropped, allegedly based on inside information. he says he lost so much money, he had to sell a million dollar waterfront home in new york and move into this double wide manufactured house in north carolina. he blames steve cohen. >> he belongs with bernie madoff in the add jojoining cell. >> cohen said he feels like don keyote. he says that his firm and he acted appropriately. >> lisa myers, thank you. let's get a check of the forecast now from mr. al roker. al? >> it's bitterly cold. we ain't seen nothing yet. add to that, suppose you were on the great lakes. you would have to deal with lake-effect snow. those winds coming across the lake, there's no ice covering it

up. there's a lot of moisture available for those winds to pick up and then drop on the shores of the lake from cleveland to oswego, we are talking three to six inches. also marquette to south bend. erie and buffalo, we could see another foot of snow. snow squalls around the great lakes. more wet weather moves into the pacific northwest. fog along the texas gulf coast. look for beautiful weather through central and southern florida with temperatures in the 70s. it continues bitterly cold in the northeast, new england and all the way down into the southeast where there are frost and freeze 7:35 on wednesday morning with an overcast start in san jose. we have rainshowers to show you in the north bay. nothing heavy. we will see light pesky showers continuing to move on shore throughout the next couple of hours for the bay area expecting the moisture to come through 11:00 a.m. and 7:00 p.m. temperatures today old enough for a coat. 59 in livermore. 59 in santa thetheresa.

sergei filin, the best of the best artistic director. here he is in his dancing days in "swan lake." and now. he says outside his apartment thursday night a masked man threw acid in his face. surveillance video shows a shadowy figure running away, then another. filin, with third-degree burns, needed emergency eye surgery and will soon have another. won't know for weeks what his sight will be. top dancers here trying to prepare for a performance that opens tomorrow. it was really hard to rehearse. it's still hard to grasp. it doesn't seem real. the bolshoi is heartbroken, but admits someone inside may be jealous over who got what role might have orchestrated it. >> very competitive and there are many, many people with ambitions and it's not possible to please everybody. but this kind of crime is so cruel. and it's so nasty and so horrible. to damage his face.

>> reporter: filin told colleagues he had been getting threats for months. a former ballerina told the press competition was a terrible, wild fight. the cruelty of the ballet world is astoundingly pathological, conjuring up scenes from "black swan," dancers desperate for the role of a lifetime. >> attack it. attack it. come on! >> reporter: on this iconic stage, a one-time artistic director described the bolshoi on facebook a disgusting cess pool with the lack of any ethics and half-crazed fans. is that true in any stretch of the imagination? >> how should i say? this kind of devotion to what you're doing. >> reporter: this has been affecting the dancers. they're so upset. bolshoi says in past years when controversial decisions were made at times, other people would also receive threats. the police are telling the

back at 7:43. exactly one week ago we learned one of the most compelling storylines of the college football season was, in fact, a hoax. girlfriend of notre dame star manti te'o, who supposedly had died of cancer never actually existed. te'o says the two never met face to face and only had seen pictures of the woman he thought was his girlfriend, lennay kekua. the woman in those photos was actually another woman, 23-year-old diane o'meara. she's with us exclusively. good morning to you. >> good morning. >> what a tortured tale. let me take you back a week and a half ago when you say you first heard of all of this.

reporters on to the story called you. at that point, had you even heard the name manti te'o? >> no, i hadn't. and like you said, up until about a week ago, i never met him in my entire life and i never even heard of who he was. >> just to make this absolutely clear, even though he was out, talking about a girlfriend that he had lost and there were pictures of this woman who was allegedly named lennay kekua, your picture. you never saw those pictures until reporters told you about this? >> right. i never saw any of the photos that anybody was using for this lennay kekua. >> what was your reaction when you were told about this? >> definitely very shocking and even today i'm still trying to wrap my head around all of it. i mean, i have my own boyfriend of five years, in a relationship. to find out you're the face of a separate relationship -- i mean, it's frustrating. it's hard to see. >> let's try to sort this out as best we can. most of the pictures that were out there came from your

facebook page, your social media page. one picture in particular that had never been put out publicly by you. tell us how that picture came about. >> right. ronaiah, he -- i hadn't heard from him since high school. and he contacted me early december. he reached out to me through facebook messaging and he relayed this story that him and his cousin had been in a car accident and giving me a lot of great detail, referencing streets i know from our hometown. and he relayed to me that as a birthday gift, he wanted to do a photo slide show for his cousin. >> let me stop you right there. for people who aren't keeping up with this as closely. ronaiah tuiasosopo -- i don't know if i said that name correctly -- he is the person that people believe are behind this hoax. you know him from high school. are you saying that you think he took these facebook photos and

requested this specific photo from you in order to continue with the hoax? >> right. we went to a small high school. i probably spoke to him two or three times. everybody knows who everybody is. since then, five years, never heard from him, never spoke to him until this past december. >> let me stop you right there. i'm going to be devil's advocate. if somebody called me out of the blue after five years, i don't know that i would hand over a picture of myself. why do you think you did that? >> right. and i mean, i could see how people would think that, but we're raised to be polite, to have a kind heart. and he repeatedly reached out to me on facebook. i almost felt guilty as far as not sending a photo with this sign for this photo slide shot. he went as far as sending me a photo of his cousin with head trauma, bandages in the hospital with him and, you know, out of the kindness of my heart, i thought i was just comforting somebody that i knew of.

>> i just want to point out that nbc reached out to ronaiah and his family for comment. we haven't heard back but his father posted a message on facebook, quote, we allow the truth to take its course, wherever that may lead. do you have any opinion or theory as to whether manti te'o was in on this hoax? are you in a position to know one way or another? >> i'm still trying to wrap my head around this entire confusing situation myself. manti is innocent in this entire situation, i empathize with him, because i think we would have the same emotions, confusion, anger, frustration. >> do you have a lawyer and are you planning on filing any charges? >> social media and the way it's growing, there's definitely a lack of protection and privacy laws. >> diane o'meara, thank you for

>> it was kind of one of those things like we were sitting around joking about what we could do to redo the bedroom and we're like, i don't know. there was a jar of pennies on the counter. i said why don't we just stick those things to the floor? that was pretty much it. >> no more unique motivation? >> she came home one day and i had already started doing it. >> guess we're doing it. once you start this project, you have to finish it. >> so how long did it take? 60,000 pennies, all glued down, one at a time. how long did it take you to do this thing? >> one at a time. it took about three to four months, which we decided was about 130 hours. >> it was a long time. by the time we were done with it, we were definitely finished gluing pennies to the floor. >> oh, yeah. never again. no more gluing money to the floor. >> we've all been known to cast aside a penny. did you actually go to the bank and request pennies? and what kind of looks did you get if you did that? >> that's my favorite thing about being done with this pronl. you go to the bank and say i

need 50 bucks in pennies. it's a project in itself. >> the funny part is that once we started the project we actually had a lot of friends bring us pennies, because they thought you guys need pennies. we've got these pen nis sitting on our counter. >> they were glad we found a use for them. >> do you have any unique pennies, any collectible pennies? >> oh, yeah. >> yeah. >> we found a couple of good ones in the mix. >> we have an old penny made out of steel that i know during world war ii, they had a copper shortage. we've got one of those, which is pretty interesting. and we have one that doesn't have abe lincoln's face on t it has an indian head right on the front. >> how much is it worth, did you find out? >> we're so excited to see it. it's literally -- there have been people fighting on comments on blogs. >> over how much they're worth. >> i have no idea. we're just excited to have them. and we feel like it was at least worth the price of the rest of the floor. >> canceled it out.

"today," fun ways to frame your photographs once you finally decide to print them, of course. with unusual ways to frame your photos, good morning. good to see you. >> so many people take pictures, millions of pictures. even the first children were taking pictures of the inauguration. what do you do with all those pictures? >> this will encourage us, to at a minimum, print them out. you call this an accordion frame. how does this work? >> you can make this as many panels as you like, two four, six, eight. you buy these little art boards. they cost about $6 each at the craft store. >> all right. >> and you paint the edges. >> the borders. >> so you have a nice color, whatever color craft paint will coordinate with your room. >> this looks look a 5 by 7 photo. >> it is. choose your favorite photos. print them in black and white, in color. then you just pretty much

decoupage them right on the board. >> that's the kind of glue you use. the tricky part seems to be the hinges. >> if you have a little handheld drill, cordless drill, it would help. then make sure you're very neat with this. because i think craft projects, when you're really neat, turn out and look so much more, you know, as if -- they're going to be long lasting. >> yes. >> little hinges. just sit them right on here. predrill, if you can. or you can sort of use a nail and make a hole. and little tiny screws go right in. it's not hard to do this. and then you have a little accordion. >> that's really cute. >> isn't that cute? >> you use whatever it is, six or so. >> a long one looks really great on a desk. >> great idea. >> martha, we're using photos to send a message. we have our love photo theme behind us. we're going to do x and o, hugs and kisses. >> we made you a paper template

to go underneath. these acrylic frames are excellent, modern looking. >> and inexpensive, right? >> inexpensive. use a double stick tape. choose your pictures, whatever size you want. these are little 2 by 2s. double stick tape. >> you've done the templates for the o for me right here. >> and then you put your second piece of acrylic right on top like this. >> how do you fasten these two together? >> there are little fasteners that come with it, little screw fasteners. >> this should take an hour probably to do the whole thing. >> some of these have little hooks, little hangers to hang them on a string or ribbon. >> those would go on the top, i'm guessing? >> i would think so. >> unless you hang them upside down. >> this is fun because you could take whatever picture you like, inexpensive frame, paint it whatever color you want to match your room. these are so pretty looking. i did some of these for my grandchildren. they're really cute.

use just a cardboard little -- >> mat. >> yeah, mat. and then a ribbon. they're so easily affixed with scotch tape on the back. do a ribbon across this way. place it neatly this way and you can do that one, too. isn't that a pretty ribbon? just make sure it's straight because you want it to look -- >> neat. >> right. >> done professionally. >> you just want it to look great. framing is not so difficult. for the mat, you can use all kinds of things, decorative paper. you can see our little clive, the donkey, with that paper. you can use the ribbons or paper doilies. >> you hung them up like this, created a sequence. >> on a big ribbon. >> ties the whole scene together there, right? great to group these in scenes. >> great gifts, great room decoration, inexpensive. and oh, yeah, you did a great job. look at that. >> mr. roker, there you go.

and this morning in chicago it was so cold that this abandoned warehouse was left encased in ice after crews put out a fire there. today the house votes on a bill aimed to put off the crisis on the debt ceiling, at least for now. the bill offered by republicans would let the government borrow enough money to pay its bills for the next three months delaying a showdown that had been expected next month. the measure also puts pressure on the house and senate to pass a budget. if they don't, lawmakers won't get paid. tough questions for secretary of state hillary clinton this morning about the deadly september 11th attack in libya that killed four americans including ambassador chris stevens. she testifies today before the senate foreign relations committee. then later before the house foreign affairs committee. some have accused the administration of ignoring signs of a worsening security situation in libya prior to the benghazi attack. three people are hospitalized this morning following a shooting at a community college campus near houston.

investigators say what started as a fight between two people tuesday then escalated into gunfire at lone star college putting the school on lockdown. the suspect was wounded in the shooting and charged with aggravated assault. a dramatic deadlock in israel where rival parties split parliamentary elections. prime minister benjamin netanyahu did win another term but is skrimabling to build another coalition among parties. the outcome could have a big outcome on the peace process. one man in new zealand wants to ban cats. a prominent economist is calling for the erradication of domestic cats which he calls natural born killers. what? on a website to promote his cats to go campaign, he claims that cats in new zealand are wiping out wildlife. what about those mice? anyway, contributing to the extinction of nine bird species and endangering dozens of others. new zealand has the highest rate of cat opener ship in the world.

so why the change? >> i think we have to show up. i think we have to find the courage to walk into the arena. and when we ask people, what is vulnerability, the answers were shocking to me. vulnerability is saying i love you first. vulnerability is the first date after my divorce. vulnerability is trying to get pregnant after my second miscarriage. it's initiating sex with my wife, starting my own business. you know, putting my work out to the world. and so i think there's a myth that vulnerability is weakness when, in fact, i think it's our most accurate measure of courage. i think walking into that arena, especially in this culture today, where people are so critical and cynical, is incredibly brave. >> vulnerability can be very scary, too, though. you feel like you let your guard down, open yourself up and what if you're rejected after all that? that can devastate people. how do you help people prepare for the possibility that they might be rejected and find the courage to go ahead and be vulnerable anyway? >> there's no question.

this is so important to talk about. if you keep going in the arena, you're going to come out bruised and bloodied a few times. that's just inevitable. i do think it's scary but i don't think it's as scary as spending our lives wondering what it would be like if we were to have shown up. >> i have three small kids. and hearing about vulnerability, you always think maybe am i giving in, am i letting them get away with murder? who is the parent and who is the adult? how does that come into play when it's about parenting and your young kids? you don't want to give in for everything. you want to be tough but not too tough. >> yeah. i'm a parent as well. i have a 7-year-old and a 13-year-old. i think it's the ultimate act of vulnerability, parenting. i think forever, in our entire parenting lives. for me it's really important -- one thing i think you have to bring into the arena with you at all times is a real clear idea of your values.

parenting from our values and having the courage to be especially -- i have a teenage girl. to not be the friend, to be unliked. to stand up for what you believe in and to model that for your kids. what we need today are more courageous kids, kids who understand boundaries, know how to set them, respect them and hold them. >> in my case, a parenting question i have is teaching our kids to be grateful for the little things, because we do live in a day and age where kids expect instant gratification and they are so spoiled. but i want them to really appreciate the little things and their health and their happiness, because that goes a long way. >> gratitude and joy emerged as huge variables in my research. the most effective way to do it, really, is make gratitude a family practice. all of us fear raising kids who are privileged because our kids have a will the of thing we didn't have maybe. there's a big difference between privilege and entitlement and that difference is a gratitude practice. >> dr. renee brown, giving us a

can't touch this, we hear it over and over again. never dip into your 401(k) unless it is absolutely necessary. >> in these very, very challenging economic times, it's getting harder than ever to save money, and millions of americans are tapping into their nest egg, so is it ever a good idea? jean is today's financial editor. hey, jean. here's one of these things that when you're in a bind and look over and see a nest egg, i only have one option, it's to tap into that. you can understand why a lot of people would want to. >> absolutely. and this is a survey that we looked at from 2010. $70 million came out that year, which is about a quarter of the money that went in, and that's really, really distressing. people take loans from their 401(k)s, they cash out when they switch jobs, and all also make what's called hardship withdrawals. not any of these options would

be high on my list as a good idea. >> who's doing it and why are they doing it >> the most distressing fact about this is people are doing this because they just don't have the skills to manage their money. the sweet spot seems to be people in their 40s their taking money out for credit card bills, help with college tuition, get themselves through a tough time, and these are people who we've learned don't have emergency funds, don't have emergency cushions. even if you had a few thousand dollars on the side to get you through, you might be able to avoid doing it. >> speaking about the rainy day before you have the rainy day. >> if you really do need money, have an operation you don't have the money to get through, you have a 401(k), you shouldn't cash out. >> you have to pay income taxes, which can eat up 30%. you may have to pay a 10% penalty, which is even more. the better option is to borrow from yourself, essentially, and when you pay that money back, you pay interest on that money,

that interest goes back into your account. and the vast majority of people who borrow from their 401(k) actually do pay it back. if you don't pay it back, it's treated as a withdrawal. if you need to do it, that's the better option, but i would always say, take a look at what your other options happen to be. maybe you have things that you can sell. maybe you can make additional money on the side. >> i get it. you got to use it. it's sitting there, that's the thing. >> the big question to ask yourself, is this a problem that borrowing from my 401(k) will solve, or is this going to tie me over a bit and i'm going to have to cash out later? then you look at what the underlying problem is. it may be you're living in a house that's too expensive to you, you have three cars and you can only afford one. you have to fix the underlying problem, or you're never going

to get back ahead. >> talking about iras in general, how much should you be putting in? >> a, enough to grab any matching dollars on the table from your employer. if you're heading into your 40s, 10% a year. if you're 40 and haven't saved anything net, 15% a year, that can include the matching dollars. the best thing people to do is run through a retirement calculator saying this is how much money i need to save in order to, with social security, have enough money for my retireme retirement. >> do you support these moves to regulate so you can't take money out? >> i have heard that suggestion many, many times. i don't think it's going to work, because what will happen is people will say, if i can never get at that money, i'm not going to put it in. that's a big, big problem. >> yeah. jean, thank you. >> sure. >> you can smell the wine from here. >> you can, for the record. >> a few sips.
